House Bill 21: House Clarification Act
Purpose: To clarify the power the House holds.
Article 1: Founder Involvement
1. The Founder can not stop a House Vote.
Article 2: House Efficiency
1. There can be no more than three House Bills being voted on at once, along with one Amendments at once.
2. If the Speaker holds a meeting, House Member attendance is mandatory unless giving an explicit reason as to why a House Member’s attendance is impossible due to emergency situations.
Article 3: House’s Power
1. House Bills hold just as much weight as the Constitution EXCEPT they can repealed without an amendmant.
2. If a government figure or a citizen of Force breaks a House Bill, they can be tried as harshly as if they broke a law explicitly stated in the Constitution.
3. When a House Bill is passed, it must be made known publicly that the Bill is now law and no single citizen or government official is above it.
4. If there is a citizen or government official that is unaware of Bills passed within a month of the Bill's passing, they are susceptible to being tried for nonfeasance. This is only if they have broken the Bill that they are unaware of and is an additional charge along with the previous charge.
5. If there is a new citizen, they are exempt from 3.4. and instead, have to be aware of the Bills passed within a month of gaining their citizenship,
