House Bill 29: Aristocracy Bill

Purpose: To fully establish Force's identity as a constitutional monarchy and to introduce ceremonial duties, honorary recognition, and a basis of formality and royalty

Article 1: Provisions
  • At the time of this Bill's passing, Renegalle shall and always has been, crowned as the Emperor of the Union of Force and anointed as the Founder of Force
  • At the time of this Bill's passing, the ruling Royal Family, headed by His Royal Majesty, Emperor Renegalle, shall be the Royal House of Constantineau.
  • The Union of Force shall be henceforth identified as a Federal Constitutional Monarchy
  • The titles "Founder" and "Emperor" shall henceforth exist as separate entities containing separate duties as defined by law
  • The titles "Founder" and "Emperor" may, at any point in time, belong to the same individual.
  • Despite this Bill's namesake, the Aristocracy shall not be referred to as a higher class of people nor an elite assembly, but merely as a select people whomst have been recognised and honored for their hardwork and dedication and for the further unification of Force

Article 2: Establishment of an Emperor and Empress
  • Establishes the title "Emperor of the Union of Force and its Territories", and its counterpart "Empress of Force and its Territories"
  • Establishes the styles "His Royal Majesty" and "Her Royal Majesty", to be used interchangeably at the decision of the current Emperor or Empress.
  • The titles "King" and "Queen" may also be used when referring to the "Emperor" or "Empress" respectively, as well as "Monarch" to refer to both.
  • There may only be one Emperor or Empress of the Union at any given time.
  • The Monarch shall be known as the Ceremonial Sovereign and shall stay impartial in all government manners
  • The Monarch shall be responsible for heading the Royal Family, which, at the time of this Bill's passing, is the Royal House of Constantineau.
  • The Monarch may, at their discretion, and at good reason, provide Citizens with a Grant of Dot Citizenship to honorably recognize them.
  • The Monarch shall be responsible for hosting ceremonial events which do not lie under the jurisdiction of the government, which includes but is not limited to: banquets, festivals, funerals, processions, assemblies, coronations, executions, etc.
  • The Monarch may, at their discretion, elevate, award, or remove Citizens with Noble titles, styles, and epithets as defined further down this Bill.
  • The Monarch may, at their discretion, anoint or remove Citizens with the titles of "Knight" or "Dame", with the address of Sir and Dame
  • The Monarch, before being seated at the throne, or in this case, at the passing of this Bill, may select a regnal name in which they will be henceforth named as.
  • The active Monarch shall always have the titles "Head of the Imperial Court" and "King of Dot", which cannot belong to anyone else.

Article 3: Establishment of an Emperor Consort and Empress Consort
  • Establishes the titles "Emperor Consort" and "Empress Consort" to refer to the spouse/companion/partner of the active Monarch.
  • The titles "King Consort" and "Queen Consort" may also be used when referring to the "Emperor Consort" or "Empress Consort" respectively, as well as "Consort" to refer to both.
  • They shall be styled as defined in Article 2.2 of this Bill
  • There may only be one Emperor Consort or Empress Consort of the Union at any given time
  • The active Monarch may select and deselect a Consort at their discretion, as well as their method of union or disunion
  • The Consort must be a current holder of Dot Citizenship as well as a member of the active Royal House
  • The Consort shall be responsible for accompanying the Monarch, helping advise the Monarch, and managing the Royal Family alongside the Monarch

Article 4: On the Monarch Losing their Position
  • The Monarch may lose his title and standing as Monarch if they were to abdicate, cease to exist, or disappear abruptly for a long period of time
  • If the Monarch were to honorably abdicate, they shall receive the title "First Duke of Dot" or "First Duchess of Dot" at their decision, styled as "His Royal Highness" or "Her Royal Highness" at their decision. If a Monarch were to abdicate with the title in the possession of someone else, they shall be the "Second Duke" or "Second Duchess", and so on.
  • If the Monarch were to cease to exist, they would be given a 1-week period to refound, else they shall be removed. If they were to return after being removed, they shall adopt the title "First Marquess of Dot" or "First Marchioness of Dot" at their decision, styled as "His Royal Highness" or "Her Royal Highness" at their decision. If a Monarch were to cease to exist with the title in the possession of someone else, they shall be the "Second Marquess" or "Second Marchioness", and so on.
  • If the Monarch were to disappear abruptly, they would be given a 3-week period to reappear, else they shall be removed. If they were to return after being removed, they shall adopt the title "First Earl of Dot" or "First Countess of Dot" at their decision, styled as "His Royal Highness" or "Her Royal Highness" at their decision. If a Monarch were to disappear with the title in the possession of someone else, they shall be the "Second Marquess" or "Second Marchioness", and so on.
  • If there is no active Monarch, they shall be replaced by the Prince or Princess of Dot, the heir apparent, who shall be elevated to the Monarch position, titles, and styles.
  • If there is no Prince or Princess of Dot to replace the Monarch, next in line according to this Bill's Succession Clause shall become heir apparent
  • There shall be a transitionary period, which may last for up to 1 week, in which a new Monarch shall be seated.
  • During the transitionary period, the active Consort shall take the responsibilities of the Monarch until the new Monarch is seated, after which they shall be removed as Consort and adopt the titles "Queen Mother" or "King Father" at their decision, styled as "Her Royal Highness" or "His Royal Highness" at their decision.
  • In the absence of a Consort in the transitionary period, the Lord Chamberlain shall take the responsibilities of the Monarch until a new Monarch is seated.
  • In the absence of both a Consort and a Lord Chamberlain in the transitionary period, the highest-ranked former Emperor shall take the responsibilities of the Monarch until a new Monarch is seated.
  • In the absence of all three of the above, the transitionary period shall not be headed and the new Monarch must be seated as soon as possible.

Article 5: Establishment of the Royal Family
  • The Royal Family shall embody the name which shall be taken by the members of its House
  • Members of the Royal Family are not required to adapt a last name, but if they were, it shall be the name of their House.
  • If one is a member of multiple houses, their last name shall be hyphenated
  • The active Monarch shall always be considered the Patriarch or Matriarch of the active Royal Family
  • All members of the Royal Family must be Dot Citizens and are adopted or disowned by the active Monarch, but they are free to choose their relationships with one another. If they were to be adopted by the Monarch, they shall be allowed to be addressed as Prince or Princess and shall be styled as "His Royal Highness" or "Her Royal Highness"
  • Establishes the titles "Prince of Dot" and "Princess of Dot", styled as "His Royal Highness" or "Her Royal Highness", and may also be referred to as "Prince of the First Rank" or "Princess of the First Rank"
  • There may only be one Prince or Princess of Dot at any given time.
  • The Prince or Princess of Dot shall be considered the heir apparent and eldest child of the Monarch. As heir apparent, they shall also bear the title "Duke of The New Kingdom" or "Duchess of The New Kingdom"
  • If the Prince or Princess of Dot were to unite with a spouse/companion/partner, they shall not adopt the title "Prince of Dot" or "Princess of Dot", but shall instead adopt the titles "Duke of The New Kingdom" or "Duchess of The New Kingdom", and may be addressed as Prince or Princess
  • The reigning Monarch may select and deselect their heir apparent at any given time.
  • The Prince or Princess of Dot are charged with assisting the reigning Monarch as well as preparing themselves for the potentiality of becoming a future Monarch.

Article 6: Establishment of Noble Families and Noble Titles
  • The number of Peers are limited by the number of Territories composing the Union of Force.
  • Establishes the titles "Duke" and "Duchess", which are to be followed by "of" and then the territory of their dukedom, styled as "His Royal Highness" or "Her Royal Highness", and may be addressed as Prince or Princess.
  • The titles "Duke" and "Duchess" may only go to members of the Royal Family.
  • Establishes the titles, in descending order, "Marquess" and "Marchioness"; "Earl" and "Countess"; "Viscount" and "Viscountess"; and "Baron" and "Baroness". All above titles are followed by "of" and then the territory of their peerdom. All above titles are styled as "The Right Honorable" and may be addressed as "Lord/Your Lordship" or "Lady/Your Ladyship"
  • A Citizen may be granted the title "Baron" or "Baroness" at the discretion of the Monarch.
  • A Noble may be elevated a title, according to the order defined in Article 5.2 of this Bill, one at a time in ascending order at the discretion of the Monarch.
  • Several people may be assigned the same peerdom, but not the same title.
  • If a Noble were to unite with a spouse/companion/partner who is not a Noble, they may use a title equivalent to their spouse's and may be addressed as Lord or Lady, but may not use the style "The Right Honorable"
  • If a Noble were to unite with a spouse/companion/partner who is a Noble, they will both keep their ranks, addresses, and styles.
  • A Noble or Royal may not join several Houses, unless they unite/marry into it, or if it is the Royal Family.
  • If a Noble were to a member of several families, they may change their last name accordingly, unless they are a part of the Royal Family, in which the name of Royal Family must come first in hyphenated format
  • Noble Families may be established by any Noble, who shall become the Matriarch or Patriarch, but cannot house a Noble who is ranked higher than the Matriarch/Patriarch of said house
  • The Matriarch or Patriarch of a Noble Family is in charge of adopting and disowning members of their Family, as well as control over its name and symbols.
  • When a Citizen becomes a Noble or a member of a Noble Family, they may change their name accordingly.
  • Members of a Noble Family who are not Nobles may use be addressed as Master or Lady
  • Any member of the Aristocracy may not, under any circumstances, have more than one spouse/companion/partner at any given time
  • Any Noble or Royal has no true impact on their territory of peerage, and their titles shall serve purely for its honor

Article 7: Succession Clause
  • First in line shall be the Prince or Princess of Dot, the heir apparent
  • Second in line shall be the highest-ranking Prince or Princess below the heir apparent
  • The next in line shall be all other Princes and Princesses in the Royal Family in descending order.
  • The next in line shall be the Consort of the most former Monarch, if applicable
  • The next in line shall be the spouses/companions/partners of Princes and Princesses in descending order
  • The next, and effectively last, in line shall be the Lord Chamberlain

Article 8: The Lord or Lady Chamberlain
  • Establishes the title of "Lord Chamberlain" or "Lady Chamberlain" which may be addressed as Lord or Lady with no styles unless they possess a Noble title.
  • The Lord or Lady Chamberlain shall be Head of the Royal Household and shall help advise the Monarch, watch over the needs of the Royal Family, provide insight and lessons, serve as a Spokesperson at the discretion of the Monarch, manage cheese rationing, and provide stability to the household.
  • At the time of the passing of this Bill, Caduceo shall become Lord Chamberlain of the Household for a period of 30 days to manage the transition, implementation, and guidance of the Aristocracy Bill.
  • There may only be one Lord or Lady Chamberlain at any given time
  • The Monarch shall be responsible to select and deselect the Lord or Lady Chamberlain of the Household

Article 9: The Imperial Court
  • The Imperial Court shall consist of the Royal Family and all the Knights and Dames
  • The Monarch shall always be the Head of the Imperial Court
  • The Imperial Court can forward Recommendations on the anointment and dismissal of Knights and on the removal of Noble titles with a 3/4 majority. Both are to be received by the Monarch, who may accept or reject the Recommendation at their own discretion.
  • The Imperial Court may also gather to meet and discuss on crimes committed against the Aristocracy, may appoint up to three Nobles or members of Noble Families to assemble as a Jury, and provide the Monarch with the power to select a verdict and instill a punishment on criminals.

Article 10: Crimes against the Aristocracy
  • Impersonation shall be defined as using Royal and Noble titles, styles, and addresses improperly or if it has not been bestowed to them. Punishable in the Imperial Court as removal of titles and/or banishment from Noble and Royal institutions.
  • Defilement shall be misrepresenting, improper, or abusive use of Royal and Noble titles, styles, and addresses for personal gain or otherwise. Punishable in the Imperial Court as removal of titles and/or banishment from Noble and Royal institutions.
  • If, at the discretion of the Monarch and the Imperial Court, a criminal shall not attend to Imperial Court, undermine the Monarchy and Aristocracy, or is deserving of more severe consequences, they may be brought to the Court of the Union for the crime of Treason
