The nations of Heart do come together to create this constitution to provide common defense, ensure freedom and tranquility among, between and within nations, as well as ensure liberty and justice so long as the region stands.
Article A ? The Government
   A.1 ? Elected Officials
The prime minister, minister of justice, minister of culture and roleplay, and minister of internal affairs are elected officials in Heart and will have elections every three months lasting three days each, beginning July 31st ? August 2nd.
   A.2 ? Non-Elected Officials
The representative minister, minister of communications, and World Assembly delegate will be appointed by the prime minister.
   A.3 ? Duties of Governmental Ministers
   A.3.1 ? The Prime Minister
The prime minister is responsible for collaborating with the founder to ensure regional functionality and progress. This position is also responsible for guiding and advising ministers in a meaningful way. The prime minister has the power to remove ministers for failing their duty, and to hold interim elections to replace elected ministers until the next election cycle. This position is responsible for attending cabinet meetings, for contacting embassy regions and creating and allowing new embassies. The prime minister may create executive actions so long as it is deemed legal by the Minister of Justice. This position is elected once every three months and is part of the Council of Seven.
   A.3.2 ? Representative Minister
The representative minister holds prime minister responsibilities incase of a temporary absence of the prime minister and is automatically inaugurated prime minister if a situation where the prime minister cannot lead any longer arises. This position is responsible for attending cabinet meetings upon request by the prime minister. This position is appointed by the prime minister and can serve as a running mate and is part of the Council of Seven.
   A.3.3 ? Minister of Justice
The minister of justice is responsible for knowing the constitution and checking if actions by other ministers are legal according to constitutional law and moral code. This position is required to attend cabinet meetings and check if the cabinet is acting in a legal matter. The minister of Justice is elected every three months and is part of the Council of Seven.
   A.3.4 ? Minister of Internal Affairs
The minister of internal affairs is responsible for the overall functionality of the region as well as for recruitment. The minister of internal affairs may create teams of recruiters. This position is required to attend cabinet meetings to relay regional activity and ensure that the region will be well kept after cabinet legislation. The minister of internal affairs is elected every three months and is part of the Council of Seven.
   A.3.5 ? Minister of Culture and Roleplay
The minister of culture and roleplay is responsible for keeping old traditions and creating new traditions, as well as creating and preserving a strong roleplay community. The minister of culture and roleplay is required to attend Cabinet meetings and is part of the Council of Seven and is elected every three months.
   A.3.6 ? Minister of Communications
The minister of communications is responsible for the communication of government events to the public. This includes creating a monthly Heart Flyer in public dispatches, receiving and answering any questions to the public, and allowing for every member of the Council of Seven to relay information to communicate to the public. This position is appointed by the prime minister and is required to attend Cabinet meetings. The minister of communications is part of the Council of Seven.
   A.3.7 ? World Assembly Delegate
The World Assembly delegate is responsible for communicating their decisions on voting for resolutions up for vote by member nations as well as their decisions for voting for resolutions up for vote by delegates only. This position is appointed by the prime minister, but the WA public can override this decision by endorsing another candidate. This position is part of the Council of Seven.
   A.4 ? Legislation and the Council of Seven
   A.4.1 ? Guidelines
The Council of Seven is required to uphold this constitution, attend cabinet meetings, propose legislation, and pass it with a 4/7 vote apart from impeaching the prime minister or any other minister if they have not broken the constitution or moral code, which is a 5/7 vote, or amending the constitution which is a 7/7 vote after a poll including all nations for the legislation passes. Laws created by the Council of Seven do not stand above the Constitution, but otherwise are the law of the land and reign supreme.
   A.4.2 ? Timeline of Meetings
Members of the Council of Seven will have meetings every Saturday at 7PM GMT, and the Prime Minister and Representative Minister have the right to call emergency meetings on 1 hour notice.
   A.5 ? Governmental Proposals
Citizens may propose governmental legislation directly to ministers through telegrams, personal messages on discord, or any other direct means, and will always be considered so long as it is useful and proposed by a single nation. Discussion topics with multiple nations may be noted but are not necessarily considered by the Council of Seven.
   A.6 ? Government Meddling, and Fraud
   A.6.1 ? Fraud
Nations may not have more than one vote per elected official, if there is reason to believe there is election fraud the election will be re-held, and the suspected nation will have voting rights stripped for 1 year and running rights stripped for 2 years per Hua.
   
   A.6.2 ? Government Meddling
Nations may not hold office in other regions as well as holding any office in Heart.
Article B ? Personal Freedoms Clause
   B.1 ? Personal Freedom of Self Governance
The government of Heart cannot make any law which infringes upon any nation to govern itself how it wishes. Each nation has the personal freedom to govern itself with its own legislation, customs, culture, and desires.
   B.2 ? Personal Freedom of Speech
The government of Heart cannot make any law which infringes upon the words or the communications between other nations and the government so long as it is not infringing upon the rules put upon NationStates by its moderation team. This includes spamming, griefing, malice, illegal activity, obscene words and images without context, or libel.
   B.3 ? Personal Freedom of Petition and Protest
The government of Heart cannot make any law suppressing protest of the government activity so long as it is not infringing other?s sovereignty or peace principle of power. Every nation in Heart has the automatic right to protest the government and its actions, as well as to petition the government to improve itself and its quality to the nations of Heart.
Article C ? Citizenship
   C.1 ? National Citizenship of Heart
Any nation which resides in Heart is automatically a citizen and can run for government office, as well as petition the government.
Article D - Supremacy
That the constitution of Heart holds supremacy over every other law and will be the guiding principle in governance, moderation, settlement of disputes and other intra-regional affairs.
