House Bill X:  War Powers Act
Purpose: An act to promulgate the basic legal procedures for declaring a state of War.
Author: Oimatsu


Article 1: Procedure for War Declarations:

1. It is the sole responsibility of the Prime Minister or the Founder of Force to present a War resolution to the Force legislature.
2. The legislature shall have a minimum of 24 hours to debate the resolution.
3. If the resolution proceeds to a vote, the resolution must achieve no less than an approval rating of 75% in favor of the resolution.
4. Voting shall last 5 days to give House Representatives ample time to cast their vote for the health and safety of Force.
5. Upon passage of the Resolution, Force shall be in a technical state of war.


Article 2:Situations When War Resolutions Are Justified::

1.  One of the following must have occurred or be occurring for a War Resolution to be lodged validly:
                1.1 There is a coup in Force
                1.2 An ally has been invaded with whom Force has historic ties
                1.3  There is an attempt to attack Force from an outside region
                1.4 Force's international interests are systematically under attack.
                1.5  A civil contingency is in effect


Article 3: Miscellaneous:

1.  Upon passage of the resolution the Prime Minister, Minister of Defense (If Any or equivalent to), Military Command (If any or equivalent to), the Founder, Minister of Foreign Affairs and other regional security officials may form a War Cabinet to specifically address the war effort.


Article 4: Severability:

1. Any part of this bill which clashes directly with the Constitution will be rendered as null and void.
2. Unconstitutionality, however, shall refer only to any section that is unconstitutional, and not to this entire Act where parts are considered to be lawful and not inconsistent.
