I hereby establish His Imperial Highness's Civil Service which shall have the duty to help carry out the policy government as prescribed before them by the Federal Cabinet of Force. The leader of the Civil Service shall become the Union Prime Minister and all currently recognized federal ministers shall become civil servants automatically as well all previously recognised civil servants.
