House Bill X: Minimum Negotiation Guidelines Act, Ver. 2
Purpose: To provide minimum guidelines for the attendees of a summit between the Union and any other governing body.

Article 1: Minimum Negotiation Guidelines
1. An interregional negotiation is defined as a meeting between the Union of Force and any other regional or interregional government which has the potential to change foreign policy or result in treaty law.

Article 2: Initiation of Negotiations
1. The following individuals are empowered to initiate interregional negotiatons:
1.1. The Founder
1.2. The Prime Minister
1.3. The Minister of Foreign Affairs
2. The following must be notified upon the initiation of an interregional negotiation:
2.1. The Founder
2.2. The Prime Minister
2.3. The Minister of Foreign Affairs
2.4. The Chief Justice
3. If convenient, efforts should be taken to preserve records of all messages sent during the negotiation.

Article 3: Mandatory Attendees
1. The following individuals must be present at any interregional negotiation:
1.1. The Founder
1.2. The Prime Minister
1.3. The Minister of Foreign Affairs
1.4. A secondary diplomat, preferably the Deputy Minister of Foreign Affairs or Deputy Prime Minister, selected by the Minister of Foreign Affairs.
2. The following individuals must be present at any interregional negotiation that has the potential to result in treaty law:
1.1. The Founder
1.2. The Prime Minister
1.3. The Minister of Foreign Affairs
1.4. A secondary diplomat, preferably the Deputy Minister of Foreign Affairs or Deputy Prime Minister, selected by the Minister of Foreign Affairs.
1.5. The Chief Justice

Article 2: Failure to Comply
1. Failure to comply with the provisions of this Act will be considered malfeasance.
