House Resolution 1: Debate Procedures

1. After a bill is proposed, there must be 24 hours for debate.

2. After those 24 hours the Speaker must post the bill on the House Proposals Section on the Forums.

3. After the 24 hours, 6 hours will be given for a member to second the bill.

4. If no member seconds the bill cannot go to vote.

5. If a member seconds the bill, it can go to vote.

Amendment 1: Seclusion of the Court

Purpose: To minimize external influence on the Court's decision-making power.

Article F: "1.1. The Prosecutor shall hold the responsibility of deciding whether criminal cases should be pursued and provide reasons for this. Once they have made a decision, they will present it to the Cabinet who will have the option to override the Prosecutor's decision by a simple majority vote." shall be revised to
"1.1. The Prosecutor shall hold the responsibility of deciding whether criminal cases should be pursued and provide reasons for this. Once they have made a decision, they will present it to the Judge and the Jury shall be selected."

Subclause 3.1 of Article F shall be struck out and
Article F: "3. Each Court Case shall be heard by a Jury selected by agreement between the defendant and the plaintiff; consisting of three citizens, selected within 3 days of the Prosecutor choosing to pursue the case." shall be revised to
"3.  Each Court Case shall be heard by a jury of 3 citizens selected at random. The following are prohibited from serving on a jury: Force Government Officials, the defendant, the plaintiff, any citizen currently on trial, or any close personal friends."

Article J shall be struck out and
Article F: "1.2.1. This punishment must be in line with the appropriate punishment for the crime, as listed in Article I." shall be revised to "1.2.1. This punishment shall be decided at the discretion of the Judge, and must have appropriate severity."

Cabinet Progress Reports for the Month of July 2019

Internal Affairs:

Progress Report:

1. Continuing to Suppress Toxic RMB Posts
2. Asked People why they left
3. Finishing up Reforms
4. Drafting Media Policy Ideas
5. Boosting Activity

Foreign Affairs:

Progress Report:

-Delivered the Force Flyer to in-game and forum embassies/consulates
-Continued to assign ambassadors to regions whenever they were needed
-"Discussed" and updated Force foreign policy


Culture progress report:
~Writing and Art contests set up and ready to go and be advertised.
~A game day is being set up where we play free online games together.
~Ideas are being fleshed out and created, including an emote contest in the works.
~Currently brainstorming ideas to up activity.

Progress report:
- 33 ops done, many unsuccessful due to being training
- Trained Izzy to a decent level, still working
- Created pointing script to allow for faster ops
- Grown by 5 members, one of whom seems to be active
- Not started on trigger bot

We are planning to work with Culture by the next month for upcoming events
Work and morale have been low and slow

1.) What makes you interested in a legislative government seat?

It's not something I've done before, I feel i can do well debating, writing and passing bills. The current house has a problem with activity, and experienceven,  and needs people who can supply both of those.

2.) What makes you better than the other candidates/Why should I vote for you over the other candidates?
I know Force. I have a huge amount of experience, along with prestigious job of Prime Minister previously. I have ideas and am willing to work with other house members to compromise and write bills, as well as being extremely active.

3.) What are you planning to do with the House seat?
I have already displayed some of the policies I want above, buthe my main priority will be working with the rest of the house to find and fix the loopholes in the constitution.

What laws would you like to pass that you believe would be beneficial to the region? Be specific.
I would aim to pass a bill to set a consecutive term limit for the Office of Prime Minister, as well as constitionally define the role of DPM, and giving the Prime Minister authority to call a special election once a term. I would work with other house members to define the loopholes in the constitution, and find ways of fixing them.

Do you think there are too little or too many restrictions on power? Why?
I think the current system is balanced and fine as it as it is.

Do you have any qualms with the currently elected Speaker? If so, be specific and explain why.
Yes, I admittedly think with all due respect to the current Speaker, they lack professionalism, they have been more active since taking the role, but not a huge lot, and failing to do their tasks. The first action iplan to take will be to call a vote to remove the incumbent speaker.
What qualifies you for this office?
Being an active member of the community (even on holiday) having the ability to debate, compromise and have ideas, as well as a lother of experience in the cabinet and having been Prime Minister, as well as being abless to generate activity, which is something the current house at times lacks.


I want to run so I can use my multitude of experience in Force to assist other members, create new ideas and legislation that will benefit the region. Also, partly because the current House is far too small to work properly, and it is falling apart very quickly.

Nowadays, I'm probably an Independent who hasn't decided who to caucus with.

For House Candidates:

Carropia: You have the advantage of being in the house for three terms, how do you plan to use that to your advantage in the next House?

How do you plan to combat criticism of a rather underwhelming term as Minister of Culture, and can you give assurance you will be more active then previous posts?

Caduceo: You come into the House with the advantage of coming off the back of successful tenure as MoComm, but come into the House with a rather heavy workload at times, and have never served in the House. Can you also give assurances that you won't suddenly lose activity, in what is a rather small house? How do you plan to use the advantages, and combat the disadvantages?

Tigarslowducken and Elysium Forests: The two of you come in as rather unknowns, with Tigarslowducken serving a brief term as MOIA, and Elysium Forests seemingly very new? How do you plan to combat this apparent inexperience?

As you may know, with the opening of Prime Minister's elections, I am not running for re-election. I am on holiday and therefore cannot run. I thank all Force Citizens for being cooperative, and law-abiding during my time in office, my fantastic cabinet, and the Founder and DPM, who have both provided me with great advice when it has been needed.

As a member of the Imperial Party, and having served under his cabinet for many months, It is my pleasure to endorse Libertatis Regalis for Prime Minister. I have trust he will maintain the regions stability over what will undoubtedly be a difficult summer, and that he can maintain activity in the cabinet and region.

I will officially leave office on the day the new Prime Minister is elected.
