Brief Overview

The Debate period is intended to be a time in which citizens can assess the competence of candidates running for office and make an informed decision in the voting period that follows. All citizens may ask questions to the candidates and while the candidates are not legally bound to answering these questions, it is highly encouraged. Candidates are however legally bound to answer all questions asked of them by the Founder.

1. As a candidate, you are required to answer all questions asked to you by the Founder (Renegalle) during this Debate or you will be automatically disqualified (B.4.1).

Required: Founder's Questions for All Prosecutor Candidates

1. The Prosecutor is responsible for determining whether any laws contradict the Constitution. With this power in mind, what method(s) would you use to come to a decision as to the legality of a law? If a law was not necessarily illegal, but went against the character of the Constitution, would you consider that fair grounds for it to be overturned?

2. As Prosecutor, you are responsible for determining whether or not a case should be accepted for Court review. What laws and/or reasons would you use to justify choosing to deny the hearing of a case and why? (Cite the law and/or past precedent as necessary)

Required: Founder's Questions for All Judge Candidates

1. The Judge is responsible for deciding the punishment for a person found guilty, following a trial. You are required to do this with the advice of the Jury. Keeping that in mind, how would you balance your own thoughts on how harsh a punishment should be with the Jury's recommendation?

2. As you may or may not know, the previous Judge was under scrutiny for taking a while to determine the verdict in the case, Libertatis Regalis vs Salibaic. Do you believe it is more important to take your time when deciding the verdict, even if it means the guilty party goes longer without punishment, or do you believe it is more important to quickly decide on a verdict, even if it means the punishment may not be as suitable as otherwise? What factors would tilt this more in favor of one or the other?

3. The Constitution currently stipulates maximum punishments for guilty parties, but no minimum punishments. Do you believe minimum punishments should also be defined or do you believe it is more important that the Judge maintains wider discretion in coming to a verdict? Why? (keep in mind that the Judge has no legal power to change this stipulation)

Up for Election: The offices of Prosecutor and Judge.

Prosecutor

Responsibilities and Privileges: The Prosecutor is responsible for determining whether cases brought to the Court shall be pursued and provide reasoning for their decision. Besides that, they are responsible for reviewing all new laws (House, Executive, and Diplomatic) to determine their legality and strike them down if they determine them to be illegal (while providing reason for why that is the case) (F.1.1). They shall also hold the shared responsibility, with the Judge, of choosing a Jury (F.3).

Term Length: 6 months

Responsibilities and Privileges: The Judge is responsible for overseeing court cases and depending on whether the defendant is found guilty or not, handing out a punishment, considering the advice of the Jury (F.1.2).  They shall also hold the shared responsibility, with the Prosecutor, of choosing a Jury (F.3).

Term Length: 6 months

Election and Activity Laws

1. Attempting to tamper with or interfere with an election in any manner is strictly prohibited. Any attempt at doing so will not go unnoticed and may result in the loss of certain rights (I.4 & J.2).
2. Following the closure of these candidacy announcements, a debate period will begin. As a candidate, you are required to answer all questions asked to you by the Founder (Renegalle) within this period or you will be automatically disqualified (B.4.1).
3. Inactivity will not be tolerated and you will automatically be removed from office after two weeks of inactivity (G.3). It is entirely possible that you could be removed from office by a vote sooner than that, especially if your absence goes unexplained or follows a string of prior absences.

Is it possible for a resident of one of Forces territories such as Heart to apply for a spot on the map?
Yes, it is. Now however, applying to be on the map shall be accompanied by joining the RP; if you want to be on the map, you have to be a part of the RP as well.

Establishment of the Union Bureau of Investigation (UBI)



The Union Bureau of Investigation is hereby established for the purpose of preventing and investigating crimes in the Union of Force and its Territories. The Bureau is given certain powers and responsibilities, allowing it to effectively perform its duties. These are:

1. The power to demand any evidence relating to a crime, through the issuance of a Search Warrant approved by the Bureau Chief, except evidence that compromises the real life identity of any individual.
2. The power to moderate all Union Discord Servers for the maintenance of public order and to help determine and enforce rules allowing for that.
3. The responsibility to initiate court proceedings against any individual found to be guilty, based upon evidence reviewed by the Bureau.
4. The responsibility to keep all information regarding ongoing investigations private until court proceedings must be brought forward against a guilty individual, requiring the publication of such evidence.
5. The responsibility to remain impartial in all investigations and uphold the rule of law.

The Bureau shall consist of a Bureau Chief who shall be empowered to appoint Officers to effectively carry out the Bureau's duties. The Bureau Chief shall be appointed by the Founder.

The Prime Minister has recommended and I thereby appoint Tigslarlowducken as the First Chief of the Union Bureau of Investigation.

Required: Founder's Questions for All Prime Ministerial Candidates

1. Suppose that you have just assumed the office of Prime Minister. Without prior warning, our closest ally decides to cut relations and spread misinformation about our region and the activities it has partook in. What steps do you take in order to resolve or at least mitigate the damage from this event and what steps do you take to prevent such a situation from occurring in the future? Be detailed in describing each step and its likely effects.

2. Suppose that the Founder nation, without prior notice, ceases to exist, due to something other than being left inactive for 28 or 60 days. What do you do in order to maintain regional security and what plans do you make to safeguard the region's existence and continued well being in the future? Ensure that these steps are achievable, detailed, and try not to contradict any existing law if possible.

3. The Union has seen a recent slump in activity, despite the usual summer inactivity coming to an end. If elected Prime Minister, how do you plan to bring back much needed activity, increase citizen participation in government, military, and other venues, and what long term strategy would you plan on bringing forth in order to secure this well beyond the conclusion of your term? Ensure that these steps are detailed and realistic.

4. The Union territories have always been a hotbed for inactivity, with few exceptions. If elected Prime Minister, how would you plan to combat this high level of inactivity and better integrate these territories and their citizens into the Union as a whole? Ensure that your plan includes all major territories (States and Elevated Provinces), is achievable, and is sufficiently detailed.

5. The Union's military has been relatively inactive in recent weeks. Even when it was more active, it's largest missions only boasted a few members and regular missions often consisted of no more than two people. If elected Prime Minister, what steps would you take to recruit more people to serve in the military, increase the activity of its current members, and ensure its long term growth and success? Do you even see a role for the military? Cite reasons for each of these steps and viewpoints, be specific in your descriptions of them, and ensure that any steps are actually realistically achievable.

1. The House of Representatives is the sole legal body with the ability to remove a Prime Minister from office. Under what circumstances would you support the removal of one and what constitutes 'going too far'? Cite specific legal passages if necessary and ensure that your answer is sufficiently detailed.

2. What do you believe the House's primary function should be - as a body to prevent abuse of power by the Executive and uphold existing law or as one that should primarily focus on far-reaching reforms? Ensure that your response is detailed in a way so that your stance can be clearly ascertained.

3. If you were given the power to change any law - be it the Constitution, a House Bill, etc - which one would it be, what would you change about it, and why? Ensure that this is a detailed and sincere answer.

4. A particular House Bill gives the Speaker the power to modify House Bills presented by members of the House, before they are put up for vote. Which Bill is this and to what extent can modifications be made?
